bugfix: appointment hours now use the client timezone on UTC servers.

Logical API errors throw stable codes so users see translated messages instead of a generic bad request.

Remove unused build-messages.mjs i18n generator script.

The app loads frontend/messages/*.json directly via next-intl; the script was never wired into npm scripts or CI and had drifted out of sync with the JSON files.
